Jill Pitre is the Founder and President of The Pitre Promise Project, a child-safety and advocacy nonprofit dedicated to supporting caregivers who step in to protect children in unsafe environments.
Jill’s advocacy began through lived experience. She became the full-time caregiver of a young child placed in her home under a court-ordered protective arrangement. Over more than 500 days, she cared for the child while navigating a legal process that issued eight protective orders, yet still failed to ensure the child’s long-term safety. When her legal representation abruptly withdrew, Jill refused to give up. She taught herself legal procedure, drafted her own filings, and represented herself through motions, hearings, and appeals.
Her courageous fight exposed deep systemic gaps in accountability, documentation, and transparency within family-court and child-protection systems. Recognizing how many families face these same failures without support, Jill created The Pitre Promise Project so no caregiver stands alone when advocating for a vulnerable child.

Jill’s philosophy is rooted in resilience and truth. She believes that when one person stands up against injustice, it empowers others to do the same and that real reform begins with transparency and courage. Through public speaking, media appearances, and community outreach, Jill continues to share her story as a symbol of strength and perseverance. Her message remains simple, powerful, and unwavering:
“Protect the child. Empower the caregiver. Reform the system.”

Aliciah Shores serves as the Vice President and Acting Secretary of The Pitre Promise Project, bringing over three decades of experience in counseling, disability advocacy, and public service. She plays a crucial role in shaping PPP’s organizational foundation, strengthening communication systems, and supporting the board’s strategic planning as the organization expands across Louisiana and beyond.
Known for her bias for action, Alicia is often the first point of contact when a caregiver or family reaches out to PPP for help. She is instrumental in developing PPP’s administrative systems, volunteer onboarding, and internal communication structure. Her leadership style is grounded in compassion, accountability, and a deep belief that no child should be left unprotected and no caregiver should have to fight alone.
Alicia’s professional background includes more than 30 years with the State of Arizona in Vocational Rehabilitation, where she worked as both a caseworker and counselor. Her focus was disability advocacy, service coordination, and ensuring full compliance with ADA and HIPAA standards. Fluent in American Sign Language, Alicia is committed to accessibility and inclusion, supporting families with diverse needs and communication barriers.
Alicia also brings powerful lived experience to her leadership. As a survivor of FDIA (Factitious Disorder Imposed on Another) and a parent who has navigated the challenges of the family-court system, she understands firsthand the importance of integrity, fairness, and trauma-informed support. Now living in Louisiana, she continues her lifelong commitment to advocacy while raising her grandson, who has profound, nonverbal autism, supporting him with knowledge, patience, and love.

As a Court Reform Director with the Pitre Promise Project, I bring both professional expertise and lived experience within the justice system. I currently serve on a Civil Grand Jury, where I investigate and evaluate public agencies to promote transparency, accountability, and ethical conduct.
My background includes law enforcement experience, which has provided me with a strong understanding of investigative processes, evidence handling, and the realities families face when seeking safety. In addition, I am a Certified Domestic Violence Advocate, trained in crisis intervention, safety planning, and survivor support.
My commitment to court reform is deeply personal. I have navigated the family court system firsthand and witnessed how often children and protective parents are overlooked, dismissed, or harmed by procedural failures and lack of accountability. This experience has driven me to actively engage in policy advocacy and legislative reform efforts, pushing for standards that keep children safe and elevate the voices of caregivers who are fighting for them.
At Pitre Promise Project, my role focuses on:
I am committed to ensuring that every child’s safety is prioritized and that families facing injustice have support, resources, and a voice.

After navigating her own complex family court battle, Jaci witnessed how critical evidence is often ignored, how children’s voices are suppressed, and how caregivers fighting for safety are left without support. Rather than stay silent, she chose to take action.
Jaci now dedicates her skills to:
Her strength lies in seeing what others miss the details, patterns, and connections that expose the truth. She has a unique ability to break down complex cases and transform chaos into clarity, helping families feel supported and empowered.
Jaci’s motivation is simple:
To unite and rescue children in danger.
Her research drives PPP’s advocacy, giving families a voice and transforming their experiences into evidence that fuels change. Through compassion, courage, and unwavering determination, Jaci ensures that no family walks through the darkness alone.
